Duncan Allan is Director of Octant Research and Analysis Ltd, an independent consultancy. From 1989 to 2017 he was a member of the Research Analysts cadre in the UK’s Foreign and Commonwealth Office, working on the countries of what is now the former Soviet Union, primarily Russia and Ukraine. He served at the British embassies in Moscow and Kyiv.
